This rule was enacted so that a small group couldn't hold an unannounced session to pass bills or when there is some act of God preventing travel. It was never meant to allow shitheads to intentionally not show up to block proceedings.
If there's no justified reason for an entire party to disappear in the middle of a session, then grab your balls and carry on. Pass what you want and fight them in court. Make them defend their actions instead of bending over like Republicans always do.
Thinking we should continue to allow this just because we always have is retarded. This is where you "principled" folks always lose me - when you stop using common sense.
Only weaklings would allow people to take advantage of a rule in a way it was never intended. It's sad how so many conservatives defend procedure over common sense.

As a matter of law, you have to have a quorum to pass legislation in the state of Texas
and with the democrats being out of the state and refusing to vote even though Republicans still have the majority and have already voted and proven it will pass
They lacked a quorum, so it could not carry the weight of passed and signed legislation. Abbott cannot sign the legislation if it is passed without a quorum present
You and I, or anybody else, liking it or not liking it, isn't the issue
if you want to have a conversation about what should be done alright, that's a different conversation but even that would not change the present situation

I see Ken Paxton issued a statement saying somebody should arrest these people. Like the Attorney General or somebody I guess? If only TX had an honest Attorney General who would do just that.
