It's because recruiters brought it to the attention of Patel that they had applicants who were automatically rejected on these grounds when they were actually the victims of human trafficking who were forced to commit degrading acts. Specifically they were forced to frick dogs.
So the change is reflecting that. They don't want to penalize people who have been abused in the past. And they aren't admitting people who did these things willingly. Only people who were forced to do it.

I don't know. But he testified before congress that it's happened. And I'm honestly not too surprised. I imagine women who have been trafficked in the past might gravitate toward law enforcement afterwards in hopes of helping more women from being trafficked in the future.
