They aren't making as much money as they could have since Valero and Phillips 66 shut down their refineries over the last few years (combined with Phillips converting their Rodeo facility to "renewable diesel") represents a cut of about 20% to California's refining capacity (read a cut to jobs, income taxes, etc).
Their citizens get what they vote for.
