A court somewhere will tell the USA that we are somehow obligated to send aid to third world countries. But until that court decision, BRAVO!!!!

The same reason that gratuitous welfare exists for some of our citizens.

Good. Why the hell are we sending them 'hundreds of millions of dollars" any damn way?

I see a very distinct difference in the two.

Good. If the billions they have received so far haven’t fixed it, more money won’t

Good. I've got an idea... how about we put that "hundreds of millions" into our own country for aid (veterans, homeless, etc.)

The point being, we keep some countries 'on the plantation' very much in the same manner that we do certain segments of society.

It is nothing more than bribes to ensure that they follow an American agenda to an extent. (Note: I do not believe it is very effective)

Yahoo link on the same

So predictable too:

Congress: Lawmakers who opposed the plan said it was cruel to cut off aid to countries grappling with hunger and crime and that the move would be counterproductive because it would more likely increase the number of migrants than decrease it.

Not only that, we have our own third world problems in our own country that need a lot more than that much money to fix.
