then the you'd have a lot of degrees that no one is willing to teach for next to nothing unless you suggest that higher earning degrees must subsidize lower earning degrees.
also, the cost of a degree is not the same as is a particular degree a good credit risk. Most of degrees have a lot of the same cost variables for university to provide them. Faculty, support staff, facilities and facilities maintenance, administrative services, taxes, other costs and overhead aren't going to be much different for STEM degrees vs liberal arts degrees.
the credit worthiness of between those degress is significantly different

That's an interesting thought that I'll carry a bit further. Cut student loans except for the top 3% of applicants, and in an effort to promote exceptionalism, offer federal scholarships for the top 1%. This would reduce enrollment at top-tier indoctrination centers, and encourage enrollment at community colleges and with that raise the standards there, while keeping the cost of degrees affordable.
