The Army Corps of Engineers does some really good work. Building a wall is not a difficult job.

The ACOE has already stated it doesn't have the technical experience to build a Border Wall and would need to contract this out to an outside party.

Of course they would. The USACE contracts all of their projects out. USACE is basically contract administrators.
