I watched and found the quote which provides:

How can one read that sentence in any other way than that is what gasoline prices are in the US generally?
So if I use your logic and go back to whatever month he's referring to as the time when gasoline prices were $1.87 and find one gas station or even a whole town in CA where gas prices were $2.50/gal can I claim he's not being truthful in that regard?

When will people learn the POTUS (regardless of party) has little control over gas prices. It is just a political talking point for whoever it benefits.

Show us that gas prices, generally, are not high, especially as compared to where they were under Trumps leadership.
Biden said he was going to kill the O&G industry as a campaign talking point. That would inherently raise prices. And we got folks like yourself that refuse to admit that what he planned to do, is what is happening.
