I’m certain that the Lord Jesus, the God of this world, uses leaders to take out certain evils once it’s reached a certain level of evil. Doesn’t mean the leader even has to be cognizant of Gods sovereignty. The God of the Old Testament even used foreigners to discipline his people. No doubt in my mind that the Lord used Trump in his first term to take out ISIS, perhaps an even greater evil.

It was a Jewish idiom where the part is representative of the whole. Such language (and timing) was used elsewhere in the Old Testament, such as in Esther 4-5 and 1 Samuel 30.
