Terry? Pretty much same as S&F. On paper it sounds fine, but in practice as far as I can tell it's abused to hell and back. Low IQ cops who think that someone calling the police and reporting someone "acting suspicious" is the same thing as the cop having reasonable, articulable suspicion of a crime being committed or about to be committed. a-hole cops claiming that the person "made furtive movements" to justify a frisk in the name of "officer safety."
Too many courts go along with that nonsense for me to endorse it. No, I don't think the people who wrote the Constitution had 100% subjective loopholes "for officer safety" in mind when they wrote the 4th and 14th amendments.

Ask Atlanta if their crime rate has gone down or criminal apprehension rates gone up b/c of flock.
