But what harm are they doing? If any have broken the law then I can understand but if they have lived in the USA peacefully all these years and made lives for themselves then a bit of common decency is needed.

well for starters they are using amenities of the country that they are not paying for. They most likely have been breaking the law by voting in elections. They refuse to assimilate what is proven because they are not citizens after 30 years of being here. They were displaced because of a hurricane...nearly 20 years ago. The United states has been more than gracious hosting them for this long.
Their country is in proper shape to receive them back. What's the problem?
