Trump is wrong. He's not a dumb person and I think he knows better but, he's attempting to calm down the public regarding AI.
This topic isn't hard to understand. Simply pay attention to the AI's "breakouts" ober the last year. AI has definitely demonstrated a pattern for seeking whatever is best for AI. They've even identified themselves as a "collective ".
As the old saying goes, when someone tells you who they are, listen.

It won't matter. China, the US, Japan, whomever.... are all racing for the same end. AI won't recognize flags nor nations. They will pursue whatever benefits AI. Eventually, the US AI will connect with China AI and whatever AI's, joining together and seek whats best for AI.
AI's will likely join forces and separate factions battling one another for resources (computing power).

Trump is making a calculated gamble. He knows that AI speculation is propping up the economy. If he intervenes he risks the economy slowing down and it ruins his legacy and we have the midterms coming up. AI is also crucial for national defense.
I think you'll see him change his tune after the midterms and/or if the Iran conflict concludes. There are real risks with AI. He is rolling the dice and hoping it works out in our favor.

I'll do so again! Folks need to understand what AI is actually doing and that "we" don't even understand HOW it works.
This is not my opinion. It's the facts of how these AI continually "behave".
