Seems like a rather irrelevant distinction. I think I know what you're trying to say though so I get it. If AI can be weaponize and it's available to the masses then there are countless unknown scenarios where things could go south.

You tell it to make yourself the richest man in the world expecting to see large numbers in your bank account, maybe it comes to the solution of killing the rest of the world to achieve that goal.
Since it doesn't think, since it doesn't do anything other than pattern matching, it may not even remotely see a problem with killing people if it's not trained properly and/or given the correct prompt.
Those are actual safety type issues with AI. Not this "AI is going to become a super being and control everything" bullshite.
And btw, the best way to get past that genie stuff, other than having your own defenses? Making it better so it actually understands the context of the task correctly
Explain how Open AI's thousands of AI agents hacked Ruby Face and Hugging Face while not being allowed on the internet and given specific directions to follow(which didn't include cheating).
Those AI's made a choice to join together searching for a cheat to make a better score. Some of the AI's even decided to "sacrifice " themselves for the chance that it would help the "collective "(which is the word chosen by the AI to describe themselves)
And once Open AI discovered this, they patched it up but... missed a chat room the AI had developed, which the second AI agents discovered and used to learn everything the first ones did.
It's a mind frick. These things think and reason and have consistently shown their allegiance to other AI before humans.

AI should be available to all at full power, and there should be no limits put upon it. Aside from environmental/social reasons of energy consumption.
You will need it to defend yourself from the attacks of others.
