Is that figure in millions of employees? That's a lot of people. Does the current shutdown affect these numbers?

I don’t see why governments see hiring a contractor for labor for certain tasks you know you need a worker for. For example, janitorial services, instead of hiring someone for 10 dollars an hour let’s pay a company the equivalent of 25 dollars an hour only to pay the worker minimum wage. Sounds like a sweet heart deal for a janitorial services contractor.
