I don't think trucking was included in that.
I believe many of these operations are Sikh-based and they've intentionally taken over large operations of long-haul trucking. They were just using loopholes and fraud to lower costs.

You can hold the schools accountable for this but the state officials who issued CDL's under the identification of "No Name Given" should be arrested and thrown in prison.
