You're missing the point of Pelosi's strategy. She knows that there are enough GOP House members who are spineless POS and will do anything she wants to make it all stop. The only thing preventing this is Trump's insistence that he'll veto anything without a wall.

I am trying to grasp the “logic” of the OP.

Pelosi says that she will abide by the terms of whatever bipartisan deal is negotiated by her own, hand-picked team.

And this means that Trump “broke” her?

The reason why the Democrats want to fund "technologies" in reducing illegal immigration, involves not stopping the physical crossing at borders, but catching them after the fact, when they need jobs, places to live, money to eat. That's when the illegals have to step out into the light, and expose themselves, and it's the most consistently, cost-efficient way to catch them and deport them back to where they came from....

How does that work in sanctuary cities, aka CALIFORNIA?

Sanctuary cities and the border are 2 separate issues, but I think it all ties back in to a better visa and visa tracking program would make the argument for sanctuary cities to pretty much become irrelevant
