It's their job? ATCs have radar that gives position, trajectory, altitude, etc.
Regardless of how high it was, why not reroute it where there is no possibility for a collision?
Ex. "Fly due south at 400ft"

It happens every single day. They have their own corridor and altitude that they should stay in. For some reason last night, the Blackhawk wasn't following normal procedures.

There have been numerous stories over the last 5 years of accidents like this waiting to happen, near misses, some minor crashes, etc.
DEI = Don't Fly
It's inexcusable that DEI (United last year proudly claimed that most of their hires were DEI and pushed them through the program despite failing competency standards)
Pilots, ATC, everything with Aviation, everything where the public lives are on the line, firefighters, Emergency rescue, etc. should never be forced to follow DEI demands, protocols and ratings. Save DEI for Costco....you can hire whatever Cashier you want, nobody is going to die.

The controller in communication with PAT 225 may not have done anything wrong, followed procedures in place.
Per a Helo pilot on Bongino today however the practice of allowing helos to be cleared for visual separation so close to commercial flights so frequently is inherently dangerous and may be the biggest contributing factor.
Who is responsible for putting that procedure into place to begin with is a question that needs to be asked.

IIRC, aircraft are also not supposed to get within a mile of each other.
