Nothing could be further from the truth. It will create less uncertainty in the manufacturing sector. The companies that contract the manufacturing jobs will be able to forecast more accurately and proceed with needed projects.
Here is something else some people forget: if the tariff increases are deemed unconstitutional, all of the manufactures will be reimbursed from the federal government for the increased tariff amount that they have paid over the specified period, putting a lot of money back into a lot of American companies.

Option 1: Go to Congress and get a tariff law passed. We're not in bad shape and there is no emergency. With majorities in both Houses, Trump can push forward a big beautiful tariff law. It would get done late this year or early next.
Passing it in Congress lets everyone involved in the export/import business know exactly where they stand. Much better for commerce.

All they need to do is pass a law giving a president authority to impose up to 100% tariffs on a country for up to a year for the purpose of forcing a trade negotiation. They can be reinstated year after year if the targeted nation is determined to not be negotiating in good faith or refuses to negotiate
