Is this not how a business is run though?

I remember having to fill out business trip expenses and it wanted *exact* info.

It was frustrating but it's needed (in govt especially with so employees and contractors) in business.

Honestly surprised it wasn't more that failed to go through.

It is. Try getting paid if an invoice doesn't have the correct PO, RO, or WO on it with some companies.
