Or, in the world of reality, it was due to the fact that the separation policy just went into effect in April and it’s effects were being realized in May, when it started to blow up.

yeah, a week before the report, some senator got turned away as he wanted to investigate. And then it went BOOM.
It did take the OIG report off the news, and also manafort being in JAIL. The chairman of the trump campaign being in a jail is a big fricking deal.
