Help me understand the mentality of those posing with their water bills. Do they expect to use water without paying?
If I don't pay my electric bill, I expect it to get cut off. If I don't pay my water bill, I expect that to get cut off as well.
What are these people expecting when they use water and don't pay the bill?

In Detroit's case, that time has past and gone because most "makers" have fled the city for the suburbs, if not other areas entirely.

I don't get it. Are we supposed to feel bad that she hasn't paid her water bill? Doesn't a responsible person ensure all bills are paid before spending your money on something frivolous like a tattoo?

Her hair is styled, nails are done, has tats, and definitely has plenty to eat. Are we supposed to feel sorry for her? She dresses classy too. Looks like a perfectly productive member of society... who has no extra cash for water.

Did you actually research this or are you just making this up?
Look at the sheer number of people on the Detroit government's payroll that work for the water company and the average compensation and benefits of all those employees. Now look at the shift in population over the last two decades and pair that with the fact that over 50% of its customers simply don't pay.
I'll help you out with the first one. Detroit has a population of about 700,000 close to that of Boston. The DWSD employs over 1,700 people with an average compensation over $80,000 annually. Boston employs about 500.
It's not rocket science as to why prices are high.

A few probably started getting away with not paying they water bill and then word got out and then a bunch of them stop paying they water bill.
Detroit says they are owed $90 MILLION!
