That video is odd. So cocaine was just laying there on the street?
Seems likely the cocaine was on the guy before this, right?
It could be as simple as the Asian looking cop saw it fall when the wallet fell, confirmed that for the Mexican cop, and the Mexican cop stuck it in the wallet.
Tampering with evidence, but not “planting drugs” as I think of it.

most cops are good, but any cop who would plant evidence like that is more of a danger to law and order then a criminal and they should get 10x the maximum penalty for whatever it was he wastrying to frame someone for
