Dude he's just pointing and raising his hand in the air...it's 1897. Looks like he's preaching.
And any actual Hitler salute is not a Hitler salute...it's Roman.
Also why would a supposed leader be saluting his followers, they salute him.
Not every arm in the air is some Roman salute to authority.
