The solution is simple.

They can’t act responsibly, take those things away from them.

Shut down, move out, vacate the places where it’s happening.

This is out of control. There are zero incentives to live in areas like this. City dwellers are angry that major stores are pulling there businesses out. It's all on you , all on you.

This conduct is straight out of an episode of National Geographic wherein the pack prowls and attacks in mass. It is primal, pedestrian and has no regard for anything much less anyone.

On rare occasions a lone wolf incident will occur and a lethal outcome is the rule rather than the exception

Do not seek a cultural source for this is none -- this is tribalism and dates back to the beginning of civilization
