The Gov and legislature have a SPENDING problem. They refuse to cut or slash the bloated state government budget. If approved, they'll give teachers a ONE TIME raise, place monies into a rainy day fun so they have access to spend the funds anytime they wish. It'll be raining every day they are in session.
There is a reason past voters protected those funds by constitutional amendment. We all know how this ends. This gov and legislature wants more money to spend and this is how they plan to get it. 3 card monte. Shift monies around so we can spend spend spend until it's gone forever.

The funds are invested in a portfolio by state treasurer. The gains and profits then are used to fund education through the likes of the MFP by BESE. The state wants control of these funds to spend how they see fit. Use it to prop up the state budget, instead of making cuts and streamlining government. The pigs want to stay at the trough, and are demanding more feed. They need to be on a diet.
