It's not a hate crime if you kill a black person and happen to be prejudiced.
You have to commit the crime against them because you are MOTIVATED by bias. As in, "look, let's frick with the black dude".
If your reason for assuming he was a robber was partially because you assume black people might commit crimes, that's not a hate crime.
It might not be a good thing. It's just not a hate crime.

Also, LE did not show the video to the family...instead simply telling the victim's family that their murdered son was involved in a robbery.
You can bet your arse if there was no video showing what it shows that these assholes wouldn't have even gone to the grand jury - like they are finally doing.
ETA: the older perp is former LE with cozy ties to the DA.

It really doesn't make a lot of sense for them to be following him around with their guns drawn. I could understand calling the cops and staying near to him until they arrive so you can tell them where he is, but you don't need to hold the guy at gunpoint.

Come on man. No one jogs in khakis with a belt on. Especially not if you're not going to tighten the belt so the shorts don't fall off.
I'd have been suspicious of someone dressed like that running around in my neighborhood after recent break-ins, regardless of their race.

Unfortunately, the video doesn't really show us much. It shows just enough for everyone to draw the conclusion they want to make from it, but not enough to prove what happened on the other side of the truck. I don't know how they convict the guy if he and his career-investigator father both testify that it was a good shoot.
ETA: If they both say the guy ran at him and that's when he shot him, well...the video doesn't disprove that.
