This is a false argument. Well what if Russia had troops and nukes in Mexico. When Russia collapsed in the 90’s if NATO wanted to invade we could have done it right then. NATO could have gone in anytime over the past 20 or 30 years and crushed Russia. NATO could right now. The more land and resources he takes the stronger they become though. He will use all those extra resources gained to power up his army more. Then they get harder to beat. Then they are allied with China also. We will be lucky if this isn’t coordinated between both countries to split our forces. So that argument is weak. I don’t think Putin really believes NATO is going to attack. Except for a few places in Europe we have not had a big footprint in Europe. Putin know deep down NATO has no desire to fight Russia. He just wants the Soviet Union back. He wants Russia to be as big and important as China. He wants all that power back. NATO has been to busy in Afghanistan to think about attacking Russia. So this is just propaganda.
