It doesn't matter if she just grazed him, she made contact with the Federal Officer with her vehicle. As far as he knew she was intending to run him over and if left unchecked she could have thrown it in reverse to try again.

For the last time, it wasn't until the second LE car pulled up and the two guys jumped out trying to be all badass and charged her car, grabbing the door handle to rip her out of the car.
That's the escalation I'm talking about. It was unnecessary and caused escalation and panic.
