And I would like to know how he got that contract.

Political connections. He is a political consultant and has partnered up with Senator Bodi White in fighting the cause for state leaders' charter agendas.

Was there a RFP?

Of course not. There will be SOME work completed but these vague no-bid $249,000/yr contracts are given out as political favors and are an abuse of tax pay dollars. Not that you care.

It's Bodi White's way of seeing that Rainey can be compensated for his "volunteer" work as spokesman for St George.

It seems there are several businesses getting work in a similar method, and Rainey is or was involved with two of them.

It certainly smells, and I for one would like the state to investigate this program. It doesn't seem like the folks in that state agency are taking care of my tax dollars very well.

All this may be legal, but it the article you link sure is a head scratcher.

I think SG needs to ax Rainey, the sooner the better.

I don't disagree with you at all, but I'm not in a position to vote Rainey in or out.

Well if the SG people are hollering for their right to vote, then why not start with voting on solid/credible representation?

Right on. I'll help if you let me in on the cut after we sell everyone's info. Cool?

So, this sounds like a case where Rainey left a partnership that had a contract...and took the work with him.

quote:

Before LR3, there was 3 Lions Consulting which was awarded a three-year contract (July 1, 2012, through June 30, 2015) by DED to “establish a database of potential trainees for continued pre-hire training using a customized assessment instrument to determine skills proficiencies based on individual company requirements” for DED’s Louisiana FastStart program (LFS) at a contract cost of $699,999.

In other words, Contract No. 713974 called for 3 Lions to compile a data base of potential employees for Louisiana plants and businesses—the same thing that the Louisiana Workforce Commission had been doing and which it still does.

But barely three months into the contract and after being paid just under $31,000, Jeff Lynn, LFS executive director, sent a one-paragraph letter of termination to 3 Lions partner Stanley Levy, III. “In accordance with the terms of our contract…Louisiana FastStart hereby provides you with the required five (5) day written notice to terminate our agreement, effective Oct. 19, 2012…”

The reason given for the termination was a two-word message scribbled on DED’s performance evaluation: “Ownership change.”

Levy apparently had parted company with his partner, precipitating the contract cancellation. His 3 Lions partner? Lionel Rainey, III, who had incorporated his new business, LR3, only a month before. LR3 was subsequently awarded an even bigger three-year contract ($717,204) on Oct. 20, 2012, just one day following the termination date of the 3 Lions contract.

The LR3 contract, to run from Oct. 20, 2012 through Sept. 30, 2015, again calls for the “development, establishment and/or delivery of a database of potential trainees for continued pre-hire training using a customized assessment instrument to determine skills proficiencies based on individual company requirements.”

While I am NOT in favor of a St. George city I do understand their frustrations with the school system just like Zachary and Central. I mean 1 public high school in the proposed city?

I saw on the news one lady for Better Together quoted a stat that there are over 10k students in the proposed area and Woodlawn only holds 5k students. She said this like it would be a reason to NOT vote for a new city. I'm thinking to myself: "Well why don't EBR have enough high schools in the area to support the population"? This is one of the main reasons people want action because they feel the money they are spending on taxes is going elsewhere, which to me is a valid argument and something that should be addressed!
