CCES is conducted by a private polling company called YouGov which, aside from some self-aggrandizing they've done on their own wikipedia page, has no particular reputational value. Also, the link you provided is to a general CCES web page and nowhere on the page is there a link to the study you claim to be citing.
Further, even if this private polling firm (all of whom are idiots, if I'm up to date on the Trump "alternative facts" scorecard) had conducted such a study and had found that 6.4% of non-citizens voted, 6.4% of 20 million (the only figure you provide a citation for) or even 30 million (the number you just pulled out of your arse on the assumption that the illegal alien population grew a whopping 50% in ten years) is not 3-4 million, it's less than 2 million. And even that is only relevant to the 2008 election, which is the one the private polling firm (idiots, remember) supposedly polled for.

Of course Voter ID won't prevent voter fraud from illegals because we don't require them to show proof of citizenship when registering or getting an ID. That has to be changed. Proof of citizenship should be required when registering to vote.
Since that study is not to your satisfaction, you prove to me that illegals do not vote. Since proof of citizenship is not required, and ID is not required, what is stopping an illegal from voting?

He is beating them at their own game... lol yes MSM go investigate illegal alien voter fraud... they aren't going to like what they find... he's going to get more done his first month (while the msm chase these idiotic things) then most presidents get done their first term

I think he is saying this so that it will lead to an investigation then to a form of voter identification. The more the press beats up on him, the more he will want to win. The more he wants to win, the more he will want to prove them wrong. They are playing right into his hands, it will be interesting to see where this goes.

The Cooperative Congressional Study article on the link you gave does not say that 6.4% of non-citizens voted in 2008
The 6.4% number comes from a 2014 article which says it used Cooperative Congressional Study Data. The article ws written by Richman, Chattha, and Earnest. LINK {page 152}
That article has been debunked by Stephen Ansolabehere, who was in charge of collecting the Cooperative Congressional Study data.
In his article "The Perils of Cherry Picking Low Frequency Events in Large Sample Surveys, Ansolabehere said:
"This paper documents how low-level measurement error for survey questions generally agreed to be highly reliable can lead to large prediction errors in large sample surveys, such as the CCES."
"The example for this analysis is Richman, Chattha, and Earnest (2014), which presents a biased estimate of the rate at which non-citizens voted in recent elections. The results, we show, are completely accounted for by very low frequency measurement error; further, the likely percent of non-citizen voters in recent US elections is 0."
