That's all things that can be negotiated like any trade and defense agreement. It will be complicated for sure but there is a lot of mutual benefit involved.

I mean Quebec and Scotland both came within a hair of voting independence not long ago and the concept that a US State could do so and NOT be able to leave just wouldn't fly. The 9th and 10th Amendments are pretty clear that States should have that right by any sane reading of them.
I'm a native Texan. However when I graduated from High School there were fewer than 17 million people in Texas. Now there are about 30 million and growing. You have so much intersection of who is and who isn't a Texan. That's going to be a mess.
That's why a referendum is a good start. The best case is Texas has the vote, it gets more support than expected and it scares DC straight so they start to make reforms to move back to a better form of Federalism closer to the original intent of the Constitution. If not we just keep moving closer to separation.
Inevitably the only way a heterogeneous country like ours can only work with Federalism or through tyranny. As it stands we are caught in between and that's not going to work long term. Something has to give.

How much gold does Texas have?
The reason I ask is that once succession happens, Texas will have their own currency. I'm guessing it'll be backed by gold. If that's the case, untangling from the US Federal Govt wouldn't be difficult at all. Mexico would continue buying O&G from Texas. So would other countries in Central and South America. Farming wouldn't be a problem. Water, not a problem.
The problem with imagining the difficulties that would come with succession is due to the slave mentality to the way things are done in the US now. It's hard to imagine not being regulated by a govt that actively works against its citizens in almost every aspect of governance. It would be a blank slate. Texas could do anything they wanted. They could sell bonds to people to finance the govt. They could implement a system without a central bank.
As far as Medicaid and other welfare systems go, why have them? The US flourished for a long time without these programs. Without a central bank, insurance companies, or income tax as well. Texas need look no further than the US prior to 1913 in order to not only survive, but outpace the leftover US.
Would people be pissed off for not getting their Social Security after paying in? Maybe, but there would be no law forbidding people from leaving in order to receive their benefits. There's the door. Founding a nation comes with a price. frick Social Security, WIC, SNAP, and all the other welfare programs. Work, or don't eat. If that sounds like something you don't want to help build, kick rocks and GTFO.
