Well since thoughts and prayers clearly hasn’t worked, real action.
No ammo sales except through law enforcement agencies. All ammo serialized with their numbers recorded. Existing ammo stocks can be turned in for credit on registered ammo. Existing gun owners must pass a mental health screening. If they pass they are allowed temporary access to guns for hunting , recreational sports, etc for a temporary period of time. Failure to return the firearm on time, loss of access for 1 year. 5 years for second offense. Permanent loss for 3rd offense.
All new gun owner purchases from law enforcement controlled facility must pass mental health exam. Mental health exams are required every 4 years for all gun owners. Any gun owner that fails a mental health exam loses access for minimum of 1 year before they can retest.
State governors maintain right to suspend gun control laws in the event of emergency. Guns must be returned when the emergency ends.
Real gun control. For school kids. For beaten wives. To give teeth to gang bangers getting caught with them.

Just to be clear, in addition to performing their current functions, local police departments are also going to:
1. Be the sole dealer of ammunition (in addition to marking said ammunition with unique serial numbers for each round)
2. Be the sole keeper of said ammunition
3. Be the sole keeper of every privately owned firearm in the country?
