Collusion wasn't proven, but the report "casts doubt" on or leaves a "cloud of suspicion" over this administration.

So the report will be released to the acting AG i believe. It is not normal for the AG to publish these reports. IF the report is not released to the press, then the narrative will be "clearly it's damning since they won't show it to us".
If it is released to the public, the left will use the litany of "Russia" mentioned in the reports to paint that while Trump may not have done anything criminal, it's still ethically wrong. However, there will be loads of deliberate obfuscation by the left. Sky screaming will be had by the left, but in the end, it will just show what a massive waste of money this has been.

The Mueller investigation only served as a baseline to gather information and turn it over to Congress for them to probe into his findings and conduct hearings

They'll just say Trump had the money and influence to hide the collusion. They'll claim Mueller had evidence but not evidence that would hold up in court.

No evidence trump was a willing participant in collusion with Russian in influencing the election but he was an unknowing participant. IE he is a dumb arse and Putin lead him around like a dog on a leach

"Mueller was compromised from the beginning. He and Trump go back to the days of when Mueller was bringing down the Mob in NYC, Trump gave up information he had in exchange for help should he ever find himself the subject the investigation headed by Mueller as a SC in the future."

We will be told that the probe’s objective was to “determine the amount of collusion with Russia.” That collusion took place will be assumed.
The media will also say that “no additional indictments will be issued beyond those handed down to people who have already been indicted as a result of the probe.” The perception will be that the existing indictments were related to collusion. Underlings fell on their swords for Trump.
Finally, the media will try to whip up fear about future elections and collusion. Trump will be emboldened by largely getting away with collusion in 2016 so expect even more collusion in 2020.
