"Foreign fighters" is code for Al Qaeda, or at least that is the traditional meaning of that phrase in Afghanistan.

Yea, it makes a shite ton of sense to me. We've heard a TON of reports that the ANA had over 200 bases and the majority of them required air support for food, water, and other supplies. The Afghani President couldn't close any of them either to consolidate because of Politics and leaving folks vulnerable.
