As someone who did 2 USAID projects in Algeria I can tell you it’s unlikely the DNC was benefiting.
Unless Democratic politicians were funneling some back to them.
I’ll simply say Senators don’t come cheap, from either party. And I do mean both had their hands out.

The DNC (ActBlue) did not play by the rules and allowed untraceable prepaid cards as payment. That is why you had people that lived in sheds with 10s of thousands of donations. So the money flowed from USAID > ActBlue > DNC. Election after election it never made sense how they could raise so much money...it obviously was not "grass roots", but they always implied it was. There is a a reason that USAID was made a bullseye from Day One of Trump 47 and now we see why. It effectively is evening out the money spent on races, so that you don't have a D-Senator candidate with 250 million dollar budge while the R limps around with 25 million.

And blew through $1B of someone's money in the final 90 days of Kamala's campaign.
But I'm not convinced DOGE really turned off the spigot. All of the fraud being exposed with daycare, food programs, and healthcare is going somewhere. And what about offshore $$$ being donated on unwitting citizens names?
If the media was just 60-40 left to right instead of the current 90-10, Democrats would never win the White House or a Congressional majority, again.

You asked another question about where do the individual contributors get their money. Obviously that is impossible to answer because the answer is different for each one. That plays a large part, but dont forget the way the DNC encouraged states to send their superdelegates to Hillary, even though Bernie won some states, and dont forget Biden not debating in the primary and then after dropping out, not letting them vote for a replacement and instead promoting Kamala to the position based off of Biden's campaigh war chest.
The DNC is all about either not letting their constituents vote nor counting them when they do....which is crazy ironic if you think about it.
