He sure does. Sure seems interesting that his opinion varied so widely. Yeah. And it was sent to lawmakers by the Pentagon in May of this year, one month prior to the announcement of the intent to provide the $250MM in aid to Ukraine. Do you know the law? Does it require a restatement every year?

Well the certificate states it is for FY 2016. Not any other years. I would assume that means it’s only good for that year, as the letter clearly states.... Plus a new president had been elected.

None of the funds made available by this Act may be used by the National Security Agency to— (1) conduct an acquisition pursuant to section 702 of the Foreign Intelligence Surveillance Act of 1978 for the purpose of targeting a United States person; or (2) acquire, monitor, or store the contents (as such term is defined in section 2510(8) of title 18, United States Code) of any electronic communication of a United States person from a provider of electronic communication services to the public pursuant to section 501 of the Foreign Intelligence Surveillance Act of 1978."
In other words, it is completely illegal to tie payment of the aid to investigation of any American. You know, the thing Oompa Loompa Mussolini specifically did.

Then you'll want to search for 'corruption' in connection with any assistance to Ukraine. Go ahead, you'll find the same thing I did - it simply does not appear (it does, however, appear with respect to South Sudan and Afghanistan, among other places).

So, you might want to start getting your information from people other than racist/fascist con artists like Scalise.

Of course, your use of the idiotic alt-right slang "cuck" means that you're a garbage human anyway, so little things like reason and facts don't play a part in your thinking.

Some people thought the phone calls were inappropriate by Donald Trump. No one will go on record to saying they believe the inappropriateness is impeachment worthy. The transcripts also don’t warrant impeachment, but maybe DJT’s tone was off putting to some. Color me shocked there.
