The MN governor and several others have estimated at least three quarters of the "protestors" are from out of state.
I guess that many white douchebags just decided to randomly gather in Minneapolis to set fires and throw bricks? Soros works by financing a large and ever-changing network of innocuous sounding political groups. His money has been traced to riots in the past such as in Ferguson. He has traceable financial ties to both Black Lives Matter and Antifa satellite groups.

Soros is the founder and the funding source, but you aren't going to see a payment directly from him. It's funneled through various channels.

Over the years, ive seen videos of surrogates handing out cash, screen caps of craigslist ads for crisis actors, photos of protestors being bussed into areas. Weve seen dem surrogates posing as racist republicans, starting fights at trump rallies, etc... most of this shite gets erased from the web, sadly.
Take the pallets of bricks randomly popping up on every organized protest route in America right now. Not a single street cam or security cam clip of the people dropping these off in the middle of the night?

Local authorities in/around the urban danger zones have the primary responsibility to maintain domestic tranquility. Federal intervention to replace local political ineptitude, and lack of desire to confront a crisis of their own creation, is short-sighted.
If local officials and/or state governors are not going to take action; factually they do not want to take action because they are fearful of backlash from their own tribe; then federal assistance doesn’t work.
It is better for President Trump to keep reminding the U.S. electorate how he supports, but will not replace, local officials.

A lot of the activist groups he funds...are violent as hell and talk about overthrowing governments. He funds quite a few very violent activist groups in Europe also.
As long as governments recognize the groups as just activist groups, then it's legal to fund them. He also donates heavily to a lot of political campaigns across the country...to ensure most of the violent groups he funds, stays classified as an innocent activist group.
