I do not know why anyone would not want to go to the camps... they have really nice showers and big ovens for baking breads and pastries...

Vaccinated with breakthrough cases have the same viral load (that is are just as likely to spread).
That is unfortunate but is NOT a the same as saying the vaccinated are just as likely to spread COVID-19 delta. And of course this is based on one outbreak. Still need some information before this should be considered conclusive.

You’re talking about stuffing people together into confinement with the possibility that some of them have a contagion.
So if they were isolated in their house with almost zero chance of getting COVID, you’ll increase their chances astronomically. As a punishment.
