1) halt the sale of guns and ammo
2) outlaw private ownership of guns
They want those privately owned guns. Maybe they're willing to massacre people to get what they want.

I'd bet many dollars that there are FBI/CIA types frequenting places online that this guy and others frequent and they are not just observing. They are posting things which push these clowns to act.

Could have been stolen. Or modified and the serial number removed.
I'm assuming he was trying to get away with it. Otherwise he'd just keep firing until someone took him out.
