What's going on here is that the left is made up of many individuals and some of them meant exactly what they said when they said defund the police while others meant something closer to what you're describing. Biden has been very consistent in not using that language and he wrote an Op-Ed back June in USA Today at the height of the defund the police movement describing his views. You can read it here.

More like there is no one that will critique them on it. They can go venue to venue changing their platform entirely with little issue

The fact is that the democrat party is split in half, and half of them want to defund the police. People aren't going to risk it.

The other "defund the police" statement was a made for convention cop out to keep down the expected democrat extreme liberal demonstrations and anger at the convention. It says something that about half the democrat party are convinced the answer to crime and turmoil in America is do away with he only thing that stands between anarchy and peace.
