To change where money was appropriated would have to go back to Congress to get approved.

Any amount of money appropriated for new wall construction makes the Democrats look like utter dog shite. I'm thinking the reality of it really comes down to if they authorize any $$ for the wall then it's to been seen as neccessary meaning any challenge to the wall later has no standing (or at least very little, even in the 9th circus) and the rest will just get built by whatever means it takes to accomplish.
