If they are smart about it, you never will. But if they are sloppy or have no other options; the way they will get caught is by having all of the federal government agencies talking to each other.
In your scenario: Woman applies for SNAP benefits and has to list everyone in the household as well as the household income. Boyfriend(dad) works to provide for the family without marrying the mom. Payroll records and tax forms are tied to the same address as the woman's application.
Currently the 2 systems do not cross check data. Have them linked with people routinely auditing the data within the systems. And these types of situations will eventually be caught.
I see this first hand. I know of a couple that has two kids and have lived together before having the kids but never married. The mom works at a school that pays low wages. She uses all the government help while the father has a job making over $100,000 per year. They go on trips all over the country and do at least one cruise per year.

That would be so satisfying to see it done at least 1/2 correct vs the present system of theft where anybody who doesn't want to work gets that free cheddar.

If Congress actually did their oversight responsibility, this would not be needed. Congress just passed spending and then turns a blind eye to the administration of all the funds they give away. This is why we are in debt and why so much fraud exists.
Imagine if Congress passed a spending bill that required all agencies and fund recipients to provide an certified audit every 2 years covering the period since the last audit. Also, no new allocation of funds until an audit has been submitted for the previous allocation.

First and foremost, they want the existing data from individual state welfare benefactors. I know it’s a shocking revelation, but Red states have already given that information to the Feds and evidently, us working folk are so benevolent we’re feeding the dead. To the tune of over a 186,000k in Red states alone, now just imagine the fraud in blue enclaves who of course have failed to turn over their federal data to the Feds.

SNAP should be a form of short-term relief for those facing temporary difficulties, not a long-term supplement to the way of life that one could otherwise afford without it.
This sort of periodic review SHOULD return it to that core purpose.
Further, I see absolutely no reason that it should not be limited to staples and be available only for a very limited period of time per recipient.
