Yes. It has the same meaning as jerry-rig, jury-rig, macgyver, or redneck ingenuity. It's actually a compliment.
It's as innocuous as "Jew him down" meaning a good negotiation, "that's mighty white of you" meaning a good person, "blacks are good at sports," "asians are good at math," "latin lover," "gays are stylish," or another other number of positive stereotypes.
It's just a saying that has been around for ages. People need to lighten up. These sayings wouldn't exist if there wasn't truth to it.

Really??? Nig-gard-ly is a blocked word? It's origin comes from Old Norse ("hnoggr", meaning "stingy") through Middle English ("nigard"). It far predates even the discovery of the western hemisphere by Europeans, much less has anything to do with a similarly spelled current racial epithet.
