Yes. It has the same meaning as jerry-rig, jury-rig, macgyver, or redneck ingenuity. It's actually a compliment.

It's as innocuous as "Jew him down" meaning a good negotiation, "that's mighty white of you" meaning a good person, "blacks are good at sports," "asians are good at math," "latin lover," "gays are stylish," or another other number of positive stereotypes.

It's just a saying that has been around for ages. People need to lighten up. These sayings wouldn't exist if there wasn't truth to it.

This element of the word filter has annoyed me for years. Some staffer in DC lost his JOB for using this word a number of years ago.
