They get free irrigation from the Red. It actually belongs to Oklahoma, not Texas. Oklahoma owns to the southern Bank of the Red for some damn reason.

Sounds like a great idea turn the farms that produce our food into housing with more mouths to feed . What could go wrong ? How about we stop welfare , use the ghettos for new houses are the people on welfare stop reproducing because they no longer get paid to have a ton of kids they can’t afford .
