Should Louisiana have a Department of Gaming?

There was a guy on WWL radio yesterday talking about mobile sports betting in LA and about how the start keeps getting delayed.
He indicated that one of the problems is that there is no central gaming agency in LA. You have the Lottery commission, the horse race commission, State Police, Attorney General, and Department of Revenue who all have some type of involvement.
His position was that the legislature should create a new Department that regulates all forms of gaming in the state, and that this would be set up by moving the employees from the various departments currently involved into a sole agency.
While this seems to make a lot of sense on the surface, any new agency set up by the state seems like something that could go very wrong. I also imagine the heads of State Police, Attorney General, etc would fight very hard to not lose budget money / employees.
With gaming taking off in the state, is this something the state should do?

They're a regulatory and licensing agency that has authority over all gaming activity in Louisiana. They even have an enforcement division that's part of LA State Police. It's precisely what the guy on WWL said Louisiana doesn't have.
