He can shoot her as much as he wants because now she's attacked an officer and is actively using a deadly weapon.

It was completely justified.

In every case he should have taken her out.

"Mere" came to an abrupt stop when she decided to put her vehicle in gear instead of turning her engine off. There was no "mere" after that.
