Considering that the permalink on the Twitter account goes to a blog including portions of the Ramos lawsuit against the paper, it’s either him or someone pretending to be him.

Gist of the case seems to be that he plead guilty to harrassment of a girl and was ordered to attend therapy in addition to a 90 day suspended sentence.
Right after that plea was accepted, the paper and one of its columnists ran an article on him and the case which he called defamation.
Sued, case thrown out, became obsessed with the paper and getting them.

I have no idea if it is him or not, I just know he’s been named so I researched the case in question and linked it.
At the least, he has a major grudge against the author, publisher, and paper going back at least 6 years.
