The only way I see the state going red is if there is some kind of black swan event that causes a complete and sudden shift in politics.

Basically something along the lines of a tsunami hitting big coastal cities like San Fran and LA, leaving the inland empire intact.

From what I understand, in California they do not do controlled burns and underbrush management or they do very little of it because of the environmentalists. It's why they have so many wildfires during the dry season and then because of the lack of vegetation during the wet season, they have all of those mud slide events.
