A friend of mine attended CIA in Portland (he's a chef, not a spy) and the homeless situation there is horrible. Shelters and soup kitchens require you to at least be sober when using their services.
The Portland police department would deliver pizza to those that could not meet that requirement. The thinking being, these bums would not rob someone on the street to get money for a meal.
As I have gotten older, I don't visit the "inner city" of places like Atlanta, New Orleans, San Francisco, etal.
I don't have a solution to this problem and reading through this thread no one else does either.
Having worked in a soup kitchen funded by the Methodist Church aligned with my Scout troop, there are the truly needy and the truly "fricked up".
My hope is that the former take advantage of their opportunities. I am willing to help. The latter can be placated by pizza delivered "down by the river".
The Portland police department would deliver pizza to those that could not meet that requirement. The thinking being, these bums would not rob someone on the street to get money for a meal.
