I truly believe their was no intent of dog whistling here. It was like the third iteration of a question and he fired a response off the cuff. Can easily be taken as nothing. Hardly racist. And it was in response to the Proud Boys who themselves are constantly called racist with little evidence other than them disagreeing with the BLM movement.

Taken out of complete context, its not the best choice of words. But his platform was that there are far to many people crossing our border with no check into who they are. Hes not wrong that there are criminals coming across. "some are good people" can sound bad I admit, as if they are the minority. But if you aren't looking to think he's a racist, you'd never pay it any mind.
