Also, Mueller is under the direction of the deputy AG, who is under the AG who is under the President of the US. Its called the Executive branch of government.
The President can fire anyone within the Executive branch of government.

DOJ regulations state that the AG "may remove a special counsel for misconduct, dereliction of duty, incapacity, conflict of interest, or for other good cause, including violation of departmental policies," and must "inform the special counsel in writing of the specific reason for his or her removal.
